Position Summary:

The Executive Director of Quapaw Enterprises is a senior leadership position responsible for advancing economic diversification on behalf of the Quapaw Nation beyond gaming and grant funded programs. This role provides strategic direction, oversight, and leadership for all enterprise operations to support sustainable growth and long-term financial stability.

 

The Executive Director is responsible for developing, implementing, and overseeing economic development strategies, policies, and initiatives across all assigned enterprises. This position ensures that operations are conducted efficiently and in alignment with organizational goals, with a focus on safety, quality, service, effective marketing, and the prudent management of resources to maximize profitability.

 

This role is accountable for achieving both short-term and long-term organizational objectives, while guiding the continued development and expansion of enterprise operations. The Executive Director works collaboratively with leadership and stakeholders to identify opportunities, mitigate risks, and ensure the overall success of the Quapaw Nation’s economic initiatives.

 

The position requires consistent exercise of sound judgment, utilizing current and reliable information to make informed decisions. The Executive Director is expected to lead with a respectful, constructive, and solutions oriented approach, fostering a culture of accountability, innovation, and continuous improvement.

 

Essential Job Functions:

  • Leads the strategic development, planning, and coordination of the Nation’s enterprises to maximize profitability and long-term growth.
  •    
  • Establishes marketing plans and monitors execution and effectiveness of those plans.
  •    
  • Assesses staffing needs to support the operational demands of Quapaw Enterprises.
  •    
  • Accountable for meeting departmental budgetary targets and strategic objectives.
  •    
  • Ensures Directors effectively execute their responsibilities and meet established deadlines.
  •    
  • Coordinates meetings with Directors to review policy directives and monitor ongoing progress.
  •    
  • Evaluates the effectiveness of enterprise operations, identifies administrative challenges, and recommends and monitors corrective action plans.
  •    
  • Stays informed of policy changes to ensure policies remain current and effective.
  •    
  • Leads recruitment efforts, including interviewing and recommending qualified candidates for key roles within the division.
  •    
  • Develops and manages the annual budget, approves modifications, and monitors and evaluates financial performance in alignment with departmental needs.
  •    
  • Oversees the administrative review process to ensure departmental goals align with and support strategic objectives.
  •    
  • Provides regular updates to the Quapaw Nation Business Committee on the status of projects and overall enterprise operations.
  •    
  • Assists with establishing objectives, meeting deadlines, and preparing resolutions, contracts, budgets, reports, and other supporting documents as needed.
  •    
  • Represents the Quapaw Nation at conferences, meetings, and public engagements, including delivering presentations, as assigned.
  •    
  • Performs other related duties as assigned.

Qualifications

Job Specifications:

Knowledge, Skills and Abilities:

  •     
  • Advanced knowledge of financial modeling methods used in enterprise acquisition and development. 
  •    
  • Demonstrated experience in developing business plans, managing complex projects, and creating, presenting, and gaining approval for long-range plans and budgets. 
  •    
  • Strong analytical, organizational, verbal, and written communication skills, including the ability to analyze, synthesize, and evaluate diverse data for enterprise development and strategic decision making, with working knowledge of applicable Tribal and federal laws and regulations.
  •    
  • Ability to provide support to committees, as requested. 
  •    
  • Knowledge of training and supervisory techniques. 
  •    
  • Ability to instruct, direct, and evaluate employees effectively. 
  •    
  • Experience developing procedures, policies, and guidelines aligned with organizational objectives. 
  •    
  • Strong organizational and communication skills, with the ability to present information clearly and effectively.
  •    
  • Demonstrated ability to formulate plans, procedures, and internal controls.
  •    
  • Proven ability to establish and maintain positive public relations.

  • Demonstrated ability to organize, coordinate, and oversee the work of others.

  • Extensive knowledge of diverse enterprise operations.

  • Must maintain a valid driver’s license in good standing and qualify under the Quapaw Nation Motor Vehicle Policy.

 

Education & Experience:

  •     
  • Bachelor’s degree and a minimum of 10 years of related experience required.
  •    
  • Master of Business Administration (MBA), Certified Financial Analyst (CFA), or equivalent preferred.

 

Working Conditions:

The work is performed in an office environment with no disagreeable conditions. Candidate must be able to work in a diverse cultural setting due to the sensitive nature of the position.
